Supervision and Management of Construction Projects
The goal of supervision during construction is to promote the quality and safety of the built environment. Building projects are to be initiated within three years from receiving the permit, and to be completed within five years. When necessary, it is possible to apply for an extension of these deadlines. For starting the construction, the permit can be extended for a total maximum of two years. For completing the construction, the maximum extension is for three years at a time.
During construction, authorities will visit the site to perform inspections and checks deemed necessary in the granted permit. A Construction Supervision representative takes part in the pre-construction start up meeting, and in the inspections stated in the permit conditions and carried out during construction time. A Construction Supervision representative also has the right to order further inspections, for example by stating this in the pre-construction start up meeting. The objective of the inspections is to ensure that the construction is carried out according to the plans and the granted building permit. The amount of the inspections depends on the extent of the construction project.
The Responsible Site Manager sees to that all inspections are booked and carried out in time.
Supervisors
The municipal Construction Supervision Unit accepts Site Supervisors as defined in the permit conditions. Applications or notifications stating the names of the professionals are to be filed at Lupapiste before initiating the construction stage they are responsible for. Site managers are to compile an inspection document for the site. The building inspector will examine this document during inspections.
Construction Start Notification and Pre-Construction Start Up Meeting
A notification that the construction is about to start has to be filed in at the Construction Supervision Unit. This obligation to file in notification applies to all construction projects.
In most cases it’s necessary to arrange a pre-construction start up meeting prior to starting the actual construction work. The granted permit will state whether such a meeting has to be arranged or not.
Building Commissioning
Authority supervision of a construction project comes to an end in a final inspection. A user and maintenance manual has to be compiled for all residential buildings.

A notification that the construction is about to start has to be filed in at the Construction Supervision Unit. Construction start notifications are usually filed by the responsible site manager, either by phone or by email, and they are directed to the building inspector responsible for the area.

Final inspections have to be ordered by contacting the Construction Supervision Unit. Please note that final inspections cannot be carried out if the building permit is no longer valid.
